A great advance in the Brazilian Health
System was the decentralization process
which occurred after promulgation
of the Constitution of 1988. This
process allowed almost all
municipalities to assume the
management of local public
policies regarding the sector.
The thirteen-year experience
as a Municipal Health Secretary
of three municipalities gives the
author the credit of systematizing
the advances which occurred
in this process and renders
this book an important
instrument for the action of
those who formulate and
execute public policies
of the sector.
